6000 - INSTRUCTION - CURRICULUM

DEFINITION

Curriculum, defined as the total experiences a learner has under the supervision of the school, is the means by which the desirable aspects of a culture are preserved and social development is influenced. The schools must provide for the intellectual development of all students in attendance - the average, gifted, and persons with disabilities whether physical or mental. It also has a shared responsibility in the social development of the student, remembering that while teachers have a set of values and standards - many of the students may not share in common the beliefs and values of the teachers. This can lead to great difficulty if the teacher does not try to understand the relevancy of something from the standpoint of the student. Consequently much of that which is "taught" will never become a part of his/her world.

PROGRAM

The word program is also used to refer to specific areas of learning in the curriculum. This word will sometimes be used in place of the word curriculum.

EVALUATION OF THE CURRICULUM

The Board expects its faculty and administration to regularly evaluate the educational program. Such evaluation may be expected to lead to recommendations for modifications of practice, changes in content and new courses.

After planning by the faculty and approval by the administration, new courses will be presented to the Board for approval.

Normally, new courses will be introduced on an experimental basis and will be evaluated at least annually by the Board.

When the administration considers that an experimental course should become a regular part of the curriculum, such a recommendation will be presented to the Board for adoption.

6010 - INSTRUCTION - CURRICULUM - BASICS REQUIRED

K-12 CURRICULUM

The District shall provide a well-balanced curriculum in accordance with state law and State Board rules. Effective instruction shall be delivered to all students and instruction provided in the essential elements of each subject at appropriate grade levels. The essential elements represent the core knowledge, skills, and competencies all students should learn to be effective and productive members of society. The District may add elements at its discretion, but shall not delete or omit instruction in the essential elements.

6020 - INSTRUCTION - CURRICULUM - VOCATIONAL PROGRAM

The District shall evaluate vocational programs each year as part of the District and campus five-year plan.

GAINFUL EMPLOYMENT

Programs designed to prepare students for gainful employment shall be evaluated to determine the extent to which the programs are:

  1. Realistic in light of actual or reliably anticipated opportunities for gainful employment (i.e., market-driven).
  2. Suited to the needs, interests, and ability of students to acquire the knowledge and skills necessary to enter and succeed in employment in those occupations (i.e., SEOP-driven).
  3. Effective in the teaching, reinforcement, and application of basic skills.
  4. Cost effective in terms of number of students served.
  5. Effective in placing students, either in employment in those occupations or continuing training at the post-secondary level.

APPLIED TECHNOLOGY EDUCATION

Approved applied technology education courses (home economics, technology, industrial technology, business, marketing, health, agriculture, and career investigation) shall be evaluated to determine the extent to which the program is:

  1. Realistic and effective in achieving up-to-date program objectives, and in line with State and Federal guidelines.
  2. Suited to the needs, interests, and abilities of students to benefit from the program in which they are enrolled (i.e., SEOP-driven).
  3. Effective in the teaching, reinforcement, and application of basic skills.
  4. Cost effective in terms of numbers of students served and benefits derived.
  5. Effective in producing students' achievement of identified competencies.

6030 - INSTRUCTION - CURRICULUM - DRIVER EDUCATION

ENROLLMENT

The Driver Education Course shall be offered to all pupils who are fifteen years and nine six-months old. These students will be provided an opportunity to take the written test of the State Drivers Licensing Division. A student who passes the written test and who has been issued an instruction permit will be issued a practice permit which is valid for up to 180 days. The instruction permit is provided for students who are currently enrolled in the Driver Education Class and is the same as a driver’s license. The permit may be used under the following conditions:

1. student must have the permit in his or her possession while driving;

2. student may drive only with a parent or guardian or an adult spouse — no others in the front seat;

3. all other passengers are to be in the back seat.

Enrollment for Driver Education class is determined by:

A. Birth date
B. Enrollment and regular school attendance the previous quarter
C. Adults and others may be enrolled as long as the efficiency of the instruction is not impaired.

CLASSROOM ATTENDANCE POLICY

The State of Utah requires a student who is enrolled in Driver Education to be involved in classroom instruction for a minimum of 30 clock hours. During the school year this class begins at 6:30 a.m.

1. For classes which are missed, make-up instruction will be provided at a cost of $10.00 per hour, this includes activity absences and excused absences. Tardy students will be counted as absent after 6:30 a.m. and will be required to make up the day and pay a $10.00 make-up fee. This fee is eligible for fee-waiver to qualified students and may be worked off as determined by the building principal.

2. Attendance will be tracked by the instructor.

3. The absence classifications (excused or truant) as determined by the Attendance Office for regular classes will also apply to the Drivers Education Class.

4. The State of Utah requires a minimum of 30 hours of classroom instruction. If a student misses 7 periods of classroom instruction, he or she will be short of the required hours to pass. The school will provide for make-up instruction up to 7 class periods. If a student has more than 7 absences, they automatically fail the class. School activities, sickness and other absences are included in the 7 days.

BEHIND THE WHEEL DRIVING POLICY

The State of Utah requires six hours of behind-the-wheel instruction and six hours of observation time.

The Driver Education instructor will post or announce driving schedules at least one week in advance and will make every effort when necessary to reschedule driving time. In extraordinary circumstances, if unavoidable conflicts occur, students may notify the instructor as late as one hour before the scheduled driving time and not be charged additional fees.

Students will be charged $10.00 for each driving session missed. This fee is eligible for fee-waiver to those students qualified and may be worked off as determined by the building principal. If a student misses 3 driving sessions, he or she will automatically fail the course.

In addition to the six hours of behind-the-wheel instruction, students will also need to complete an additional 34 hours of driving, 10 of which must be at night, after dark. These hours can be accumulated as soon as the student passes the state written exam and obtains a practice permit. The student may drive with a parent, legal guardian, or an adult spouse. Before a student may obtain a driver license, a parent, legal guardian, or an adult spouse will have to sign a statement at the State Driver License Division that the student has completed 40 hours of supervised driving instruction (6 hours in the driver education car, 34 additional hours).

CREDIT

Credit shall be given for the Driver Education Class. Students will receive ¼ credit for completing the class requirements. This credit will be listed as an elective, and will be included in the cumulative totals for computing the G.P.A.

1. Grading: Grading for the class will be based on exams, outlines and study guides.

A. Examinations (50 percent): Students will have three tries to score 84% on each examination. If an 84% is not earned by the third try, the student will be given the highest score of the three attempts.

B. Assignments (50 percent): To help prepare the student for each exam, assignments will be given for each chapter. These assignments will be due the day of each chapter exam.

Grading Scale: 94-100% = A; 90-93% = A-; 87-89% = B+; 83-86% = B; 80-82% = B-; 77-79% = C+; 73-76% = C; 70-72% = C-; 67-69% = D+; 63-66% = D; 60-62% = D-; 0-59% = F. Achieving at least a D- is considered successful completion of the Driver Education Course.

2. Make-Up Work: All make-up examinations (second and third examinations only) must be completed before the last week of the term. Make-up days will be set at the discretion of the instructor but usually occur in the mornings at the end of the regular class. Those students who fail the class will be required to take the class again at a later date that does not interfere with those students waiting to take the course the next quarter.

3. Utah State Written & Driving Tests: The Driver Education Instructors are certified by the State as Drivers License Examiners and are qualified to give both the State written and driving tests. The State written test will be given by the end of the second week of each new term. The driving test will be given when the student has successfully completed the driver education class and is 16 years of age.

Failure of the written test will require that the test be taken again at the discretion of the instructors. Students who fail the written exam three (3) times may be referred to the Drivers Licensing Division to complete the written and driving exams.

4. Failure of the Driving Test: The State of Utah has determined that if a student passes the written test but fails the driving test, he/she may complete the driving test at the Drivers Licensing Division office.

5. Grade Notification: At the beginning of each week, each student will be given a print-out of his or her grade. If a student is not achieving at least a D-, he or she will not be permitted to drive that week.

SPECIFIC NEEDS

A. Students Enrolled in Study Skills: Students who are enrolled in study skills may take the second and third examination from the study skills instructors and aides. The State written examinations must be taken in the presence of the State Drivers License Examiner. If the student is still having difficulty after the third try upon successful completion of the driver ed course, he or she may take the test at the Drivers Licensing Division office.

B. Home Study Students/Adult Students: Home study students and adult students will be charged a higher fee because they are not regularly enrolled students and they do not generate State funding. These students will be required to pay a fee determined by the District to be comparable to the total cost for traditionally enrolled students.

C. Part-time and Alternative School Students: Part-time and Alternative School students will be charged fees consistent with traditionally enrolled students.

D. Students and Adults with a Partially Completed Course from Another State/District: Students and adults who have completed the classroom portion of the Drivers Education Class in another State or District, but still need to complete the behind-the-wheel phase, will pay a reduced fee to cover the cost of the behind-the-wheel portion only.

CANCELLATION OF CLASS OR DRIVING TIMES

Because driving is an additional teaching assignment, and instructors have other responsibilities and assignments, it may be necessary for class or driving times to be canceled. Instructors will attempt to notify students the day before the class is canceled, and before the end of the school day for driving times.

PENALTY

The School District shall have the right to withhold the individual instruction permit for failure to pay the appropriate fees, including the basic course fee and make-up fees.

6040 - INSTRUCTION - CURRICULUM - PASS/FAIL COURSES
The District may allow a student taking concurrent (high school/college) classes to take such courses on a pass/fail basis. The student shall declare intent to take the course pass/fail on the first day the course meets. Pass/fail courses shall be excluded in computing the grade point average.

6050 - INSTRUCTION - CURRICULUM - SPECIAL EDUCATION PROGRAMS

PROVISION

Eligible students with disabilities shall enjoy the right to a free appropriate public education, which may include instruction in the regular classroom, instruction through special teaching, or instruction through approved contracts. The District shall be responsible for providing educational and related services to eligible students in the least restrictive environment. Students with disabilities shall have the opportunity to participate in educational programs and activities with non-disabled students. To be eligible for special education services a student must have been determined to have one or more of the disabling conditions listed in federal regulations and state rules.

DEFINITION OF STUDENTS WITH DISABILITIES

Students with disabilities means students between the ages of three (3) and twenty-one (21), inclusive, with educational disabilities (physically, auditorially, visually, mentally, emotionally/behaviorally disturbed, learning disabled, communication disordered, autistic, or multi-disabled, or developmentally delayed). Students with disabilities who are not eligible for special education services, may be served by regular education per Section 504 of the 1973 Rehabilitation Act.

CHILD IDENTIFICATION

The District shall maintain a system for identifying students with disabilities who are in need of special education or 504 services that includes a system of public awareness to inform the public annually of educational opportunities available to those with disabilities.

PARENTAL PARTICIPATION ON SPECIAL EDUCATION COMMITTEE

The District shall maintain documentation to indicate the extent of parent participation in the Individual Education Plan (IEP) development and parent agreement or disagreement with the IEP

If the parent is unavailable or refuses to cooperate in an IEP meeting, the District may proceed in its responsibilities for the student's education after the avenues in federal regulations have been exhausted. Efforts to contact or include the parent shall be documented. If the parent refuses to consent to initiation of formal evaluation procedures or initial special education placement, the District shall pursue the courses of action available in state and federal statutes and regulations.

SURROGATE PARENTS

The District shall determine when surrogate parents are to be assigned and provide for their assignment in accordance with the criteria in federal regulations.

PARENTAL NOTICE

Whenever, under federal rules, written notice to parents within a reasonable time is required, "reasonable time" shall be defined as a week to ten school days. The parent may agree to waive the ten-school-day notice period.

INDIVIDUAL EDUCATION PLAN ("IEP")

The IEP shall be written within 30 calendar days from the date a student is first found to be eligible for special education services. If this deadline occurs when school is not in session during the summer, the IEP shall be written before the first day of classes in the fall, unless assessments indicate the student will need extended school year (ESY) services that summer. In such cases the IEP will be written to include ESY services prior to the time such services will be rendered.

The IEP developed for each student shall include all the elements required by state and federal regulations. Signatures of the participants present an indication of agreement. Participants may note any disagreements. The decisions of the committee shall be a part of the IEP.

MAINSTREAMING

When appropriate, students with disabilities shall:

  1. Remain in the regular education program with special education support services, supplementary aides, or other special arrangements, if needed.
  2. Be educated to the maximum extent appropriate with students who are not disabled.
  3. Be provided opportunities to participate in school activities on the same basis as non-disabled students.
  4. Be offered an opportunity for interaction with non-disabled students on a regular basis.

INSTRUCTIONAL DAY

An instructional day commensurate with that of non-disabled students shall be available to students with disabilities.

SCHOOL FOR THE BLIND & SCHOOL FOR THE DEAF

Prior to consideration of the student's educational placement for special education services, the District shall provide each parent of a visually- or auditorially-disabled student the following information regarding the Utah School for the Deaf or Utah School for the Blind:

  1. The availability of programs offered, including regular consultation in district schools.
  2. The eligibility and admission's requirements, including the student's rights to admission and to appeal an admission's decision, if parents are interested in residential placement outside of the district.

STUDENTS IN UTAH STATE DEPARTMENT OF SOCIAL SERVICES FACILITIES

If a Utah Department of Social Services approved residential care and treatment facility that does not have an education program is located within the District's boundaries, the District will provide special education to eligible students with disabilities residing in the facility.

PLANNING & EVALUATION

The District's efforts to continuously improve its programs and services in accordance with accreditation requirements shall include elements of special education. The District shall evaluate the effectiveness of its special education program as part of the evaluation information maintained by the District and reported to the public.
