2010 - COMMUNITY - COMMUNICATIONS WITH THE PUBLIC
It is the desire of the Board that two-way channels of communication are kept open at all times between the school system and the people of the school district. The Board will continuously attempt to create and maintain schools that reflect the public's wishes, according to Board policy and will do its best to keep the people informed of the affairs of the school system.
The District will provide a yearly newsletter outlining activities, test scores and other important information. (See Policy #1700)

2020 - COMMUNITY - RESPONSIBILITIES OF THE BOARD
Members of the Board, individually and collectively, recognize and welcome their responsibilities for listening to comments and suggestions from the residents of the school district.
Board members individually will refer compliments, suggestions and constructive criticism about operational matters directly to the Superintendent for appropriate consideration and action. Comments affecting policy will be routed through regular channels to the board meeting agenda for consideration by the Board as a whole.
No Board member individually will speak for, or in the name of, the total Board.

2030 - COMMUNITY - RESPONSIBILITIES OF SCHOOL PERSONNEL
A good public relations program is made possible through the efforts of the personnel of the district. All employees are encouraged to use tact and tolerance in their relationships with students, parents, and the community.
It is expected that the instructional staff will become sufficiently well informed to explain to the community the schools' program, its strengths as well as its problems and needs.
The assumption is made that the staff will exhibit accepted personal and professional standards of conduct.

2040 - COMMUNITY - OUTSIDE COMMUNICATIONS
Students and faculty of the schools are to be protected from
intrusions on their time by announcements, posters, bulletins and communications of any kind from individuals
and organizations not directly connected with the schools.
The Superintendent and the principals are urged
to interpret this policy strictly and to decide in advance what announcements, posters, bulletins, or
communications are to be permitted. Exceptions may be made when, in their judgment, the best interests
of the students will be served. In case of difference of opinion, the decision of the Superintendent will
be final.

2050 - COMMUNITY - COMPLAINTS
Constructive criticism of the
schools is welcome through whatever medium when it is motivated by a sincere desire to improve the quality
of the education and to equip the schools of this district to perform their task more effectively.
The Board places trust in its
employees and desires to support their actions in such a manner that employees are freed from unnecessary,
spiteful, or negative criticism and complaints.
Whenever a valid complaint is made
directly to the Board as a whole or to a Board Member as an individual, it shall be referred to the
Superintendent for study and possible solutions. If the complaint involves an individual employee, the
employee may be advised of the nature of the complaint and shall be given every opportunity for explanation,
comment and presentation of the facts as he or she sees them.
If necessary, the administration,
the person making the complaint, or the employee involved may request a hearing by the Board for the
purposes of fuller study and a decision by the Board. A request for such a hearing must be made through
the Superintendent. Generally, all parties involved, including the school administration, may be asked to
attend such a meeting for the purposes of presenting additional facts, making further explanations, and
clarifying the issues involved. Hearsay and rumor shall be discounted. Emotional feelings, except those
directly related to the facts of the situation, will also be discounted. The Board shall conduct such
meetings in as fair and just a manner as possible.
Principals of schools shall
not arrange or permit meetings between school employee(s) and irate parent(s) or guardian(s). It is
required of principals to personally investigate problems brought to the schools in anger and, following
such investigation, to make reports in writing to the parent(s) involved, with a copy to the Superintendent.
This regulation will also apply in cases where an irate citizen is complaining about a student other than
their own child. Should an irate parent/citizen confront any school employee in any portion of the school
plant, the employee is to direct the parent(s)/citizen(s) to the principal. Should the principal be the
target of the confrontation, he/she is to direct the parent(s)/citizen(s) to the Superintendent.
Under no circumstances is the employee expected to, nor shall he or she permit the confrontation to
continue.
Any parent, guardian,
or other person who upbraids, insults, or abuses any employee on school property or in the presence of
students shall be prosecuted by the District under the provisions of law. School employees who are sued,
as a consequence of performing their assigned duties shall be provided full legal services.
