1200 - BOARD - MEETINGS

"Meeting" means the convening of the board with a quorum present, whether in person or by means of electronic equipment, for the purpose of discussing or acting upon a matter over which the board has jurisdiction.

OPEN TO PUBLIC

Every meeting of the board shall be open to the public unless closed pursuant to Utah Code Annotated Sections 52-4-4 and 52-4-5.

EXECUTIVE SESSION/CLOSED MEETING

A closed meeting may be held upon a two-thirds affirmative vote of the board members present, at a meeting for which public notice was given pursuant to Utah Code Annotated Section 52-4-6, providing a quorum is present. No resolution, rule, regulation, contract or appointment shall be approved at a closed meeting. The minutes shall contain the reason(s) for holding a closed meeting and the votes of the members present, either for or against the proposition to hold such a meeting, shall be entered in the minutes.

Purposes of Executive Session/Closed Meeting

Closed meetings may be held for any of the following purposes:

1. Discussion of the character, professional competence, or physical or mental health of an individual;

2. Strategy sessions with respect to collective bargaining, litigation, or purchase of real property;

3. Discussion regarding deployment of security personnel or devises; and

4. Investigative proceedings regarding allegations of criminal misconduct.

RECORDING

Any person may record all or any part of the proceedings in any open board meeting provided that the recording does not interfere with the conduct of the meeting.

Minutes of Open Meeting

Written minutes shall be kept of all board meetings. Such minutes shall include:

1. the date, time and place of the meeting;

2. the names of the members present and absent;

3. the substance of all matters proposed, discussed, or decided, and a record, by individual member, of votes taken;

4. the names of all citizens who appeared and a brief summary of their testimony;

5. any other information that any member requests be entered in the minutes.

Minutes of Executive Session/Closed Meeting

Written minutes shall be kept for all closed meetings. Such minutes shall include:

1. the date, time and place of the meeting;

2. the names of members present and absent;

3. the names of all others present except where such disclosure would compromise the confidential nature of the issues being discussed or otherwise infringe the privacy rights of the others present.

NOTICE OF MEETING

At least once each year, the Board shall give public notice of its regular meeting schedule. The notice shall specify date, time and place of such meetings. In addition, the Board shall provide public notice of each meeting at least 24 hours in advance of each meeting; such notice shall include the agenda, date, time and place of the meeting.

Posting of Notice

Written notice may be posted at the local Board of Education Office or at the place where the meeting is to be held or notice may be given by placing a notice in at least one newspaper of general circulation within the geographic jurisdiction of the district.

EMERGENCY MEETING

In case of emergency or urgent public necessity, which renders it impractical to give the notice identified in the above policy, the best notice practicable shall be given. No such emergency meeting of the Board shall be held unless an attempt has been made to notify all of its members and a majority of the member's vote in the affirmative to hold the meeting.

ANNUAL BUDGET NOTICE

For the annual budget meeting, written notice, stating that the purpose of the meeting is the adoption of the district's budget for the succeeding fiscal year shall be given ten days prior to the meeting.

QUORUM

A majority of the members of the board shall constitute a quorum for meetings of the board.

SECRET BALLOT

No vote shall be taken by secret ballot.

1210 - BOARD - COMMITTEES

The Board President shall special committees as may be deemed necessary or advisable, and a member of the Board may serve as an ex-officio of each committee. The duties of the committee shall be outlined at the time of appointment, and the committee shall be considered dissolved when its report has been made.

1300 - BOARD - POLICY DEVELOPMENT

The Board of Education shall develop policies that shall provide the framework for district operation. he administration shall operate the district within the framework of these policies. Adoption of new policies or changes to existing policies is solely the responsibility of the Board. Board members, the superintendent, or staff may initiate proposals for new policies or changes to existing policies. The superintendent shall be responsible for preparing policy recommendations into acceptable written form for further deliberation and/or action by the Board.

ADOPTION

Policies or policy revisions considered by the Board shall not be adopted at the meeting at which they are introduced. Further consideration shall be given at one or more subsequent meetings before action is taken. Temporary approval, however, may be granted by the Board to meet emergency conditions or special events, which will take place before formal action can be taken. Proposed policies shall be posted in the district office and in each school for a period of 20 days prior to final Board action.

DISSEMINATION

The Superintendent shall establish an orderly plan for preserving, making accessible, and disseminating printed copies of the policies adopted by the Board of Education. Policies adopted by the Board will be filed in the district office and made available for public inspection during regular office hours.

REMOVAL

When policies become outdated or are no long required, such policies should be verbally identified at a board meeting by number and title before posting. Proposed policies for removal shall be posted in the district office and in each school for a period of 20 days prior to final Board action.

REVIEW

The Board will review new and revised policies within six months to a year after adoption.
